The ratio means fuel:oil. At 50:1, add 20 ml of oil per litre of fuel. Use the ratio and oil specified by the manufacturer; this tool does not select an engine-specific ratio.

Here, 2% means 20 ml of oil per litre of fuel, or 50:1. The percentage is relative to the fuel volume.
