What does a 2% mix mean?

Here, 2% means 20 ml of oil per litre of fuel, or 50:1. The percentage is relative to the fuel volume.

Can I use this for an outboard?

Yes, for an engine that requires premixed fuel. Check its manual: separate oil injection systems may work differently.
